Small Chinese exporters are resorting to creative measures to bypass U.S. tariffs, as revealed by a surge in advertisements for ’place-of-origin washing’ on Chinese social media. These posts offer to reroute goods through third countries to obtain new certificates of origin, enabling them to enter the U.S. at lower duty rates.
The tactic underscores the desperation of exporters clinging to the American market. ’The tariff is too high,’ admits Sarah Ou of Baitai Lighting in Guangdong. ’Rerouting through neighboring countries reduces the burden.’ U.S. trade rules require ’substantial transformation’ for such relabeling, but enforcement gaps create loopholes.
